How county geography varies by state

The United States does not use one uniform county system. The average state has about 63 county-level units, but the range is wide: Texas has 254, while Delaware has only 3. Population does not determine the number. State history, settlement patterns, land area, and local-government law all shaped the map.

County names also describe only part of the picture. A nationwide dataset must account for Louisiana parishes, Alaska boroughs and census areas, Connecticut planning regions, and independent cities. These areas appear in the atlas because the Census Bureau treats them at the same statistical level as counties.

SystemWhere it appearsWhat to know
ParishesLouisianaParishes fill the county-level role across the state.
Boroughs and census areasAlaskaBoroughs cover organized areas; census areas divide the remaining unorganized borough for statistics.
Planning regionsConnecticutNine planning regions replaced the former eight counties as federal county-equivalents.
Independent citiesVirginia; also Maryland, Missouri, and NevadaThese cities are not legally inside a county and receive county-equivalent codes.
Federal districtWashington, D.C.The District is represented as one county-equivalent.

Land-area values are rounded from the Census boundary-file fields. A generalized map and rounded area are suitable for reference and comparison, not for legal boundary measurement.
